Devra Wang
Devra is a Partner at Glass Wing Strategies, where she helps philanthropic and non-profit clients develop impactful strategies to advance climate and clean energy policies and markets. She served as the Program Director for climate and clean energy at the Heising-Simons Foundation and Heising-Simons Action Fund, where she crafted a strategy and built a team that guided more than $125 million in philanthropic support for leading organizations. She was also a Program Director at the Energy Foundation, focusing on strategies to reduce pollution from the U.S. power sector. Prior to that, Devra directed the California Energy Program at the Natural Resources Defense Council for more than a decade, where she was instrumental in securing several groundbreaking policies including California’s statewide greenhouse gas emissions limit (AB 32) and the state’s leading utility energy efficiency commitments. She holds an M.A. in Energy and Resources, and a B.S. in bioengineering, both from the University of California, Berkeley.

Fong has been a leader in California’s vision for a decarbonized environment over the last 3 decades. He has dedicated his entire career in energy: starting in oil and natural gas industries, building a diversified and clean energy portfolio for PG&E, championing market structure policies and strategies to enable green-house emission free sources of energy, and shaping California’s policies for the transition to transport and building electrification.
As an officer for PG&E over the last 23 years, Fong built a diversified, clean, affordable and reliable energy portfolio for PG&E’s 5 million electric customers and 4 million gas customers. He also led PG&E’s strategic and policy initiatives in wholesale and retail market structures, including power plant developments. He championed clean technologies, renewables and storage energy projects, bringing online 300+ projects and 10,000+ MWs, leading to more than 90% in GHG free energy. Fong built and oversaw sophisticated and prudent energy trading across multiple commodities in electricity, natural gas, liquids, renewable energy credits, carbon allowances, and low carbon fuel standards.
Fong received an MBA in finance from University of Michigan and a BS in Chemical Engineering from Columbia University.

Janet Joseph
Janet Joseph is a clean energy and sustainability consultant and is the Principal of JLJ Sustainability Solutions. Janet has been working on climate change and clean energy issues for more than 30 years and has been the architect of many of the programs and policies that have defined New York’s nation-leading energy agenda. Janet formerly served as the Senior Vice President for Strategy and Market Development at the New York State Energy Research and Development Authority (NYSERDA), where she led NYSERDA’s work in building decarbonization, advancing programs and policies to deliver a carbon-neutral building stock for all New Yorkers, including those in disadvantaged communities.
During her tenure at NYSERDA, Janet was directly responsible for overseeing $4.5 billion of investments – helping to bring energy efficiency and clean energy to communities across New York State. She has held technical, policy and executive leadership positions, spearheading initiatives to develop a clean energy industry, build a cleantech innovation ecosystem, advance building electrification and affordable housing, and identify greenhouse gas reduction strategies that provide benefits to communities. She built partnerships with many organizations and helped mentor numerous employees who have gone on to continue to drive progress in clean energy.
Prior to joining NYSERDA, Janet was a research scientist at Battelle Pacific Northwest Laboratory and a consultant for Booz-Allen and Hamilton in Washington, D.C.
Janet received the 2022 New York Energy Award for Outstanding Leadership and Vision and was the recipient of the 2015 Public Service Excellence Award from the State Academy for Public Administration. Ms. Joseph holds a master’s degree in environmental chemistry from the University of Maryland, where she researched the environmental impacts of coal-fired power production.
Janet has served on many clean energy boards and advisory councils including Urban GreenCouncil, Urban Futures Lab, Northeast Energy Efficiency Partnership, and Future Energy Systems at Rensselaer Polytechnic Institute.

Hall is an Oakland, CA native, and former Capital Improvement Project Manager for the City of Oakland, instrumental in the adoption of the 2008 ARRA Green Jobs and Environmental Action & Resilience Plan. For the last 7 years, Mark has worked in the private sector for Revalue.io, an energy efficiency project developer working to prepare communities for the clean energy transition through energy efficiency and workforce development.
In 2019, Mark was appointed to the California Green Bond Market Development Committee by CA State Treasurer Fiona Ma and is currently working with local jurisdictions and issuers to increase adoption, equity, and diversity.
Mark is a graduate of Morehouse College and a member of the International Association of Assessing Officers.

Stephanie Vega is part of Ferguson’s Strategic Development Group and serves as Director of Environmental Product Strategy. In this role, Stephanie is responsible for developing and executing Ferguson’s intentional environmental product strategy by working closely with sales leadership and category management team who manages Ferguson’s strategic vendor partners. Additionally, she works in close coordination with other functional departments to drive sustainable products and solutions to market to meet evolving customer needs.
Prior to her current role, Stephanie helped create Ferguson’s corporate venture capital capability and put Ferguson capital to work as a strategic investor in the construction technology start up community. Post investment, she managed and developed Ferguson’s investment portfolio working to accelerate portfolio company growth by providing a seamless path to market.

Panama is the Director of the Building Decarbonization Coalition, a multi-sector forum advocating for and creating solutions for our pollution-intensive building stock. Previously, Panama was the European Director of the Investor Confidence Project where he worked to unlock capital markets for energy efficiency project development. Panama was the Advisor on Energy and Natural Resources to California Assembly Speaker John A. Perez. He has served as Deputy Director of the California Energy Commission’s Efficiency and Renewables Division and advisor for Chairwomen Douglas and Pfannenstiel. He has worked for the California Conservation Corps on vocational environmental education, and ran the Sustainable Schools program for the Division of the State Architect. Panama served on the City of Sacramento Planning Commission and the County of Sacramento Environmental Commission, and is a former board member on the U.S. Green Building Council (USGBC) and past president of the Northern California Chapter of the USGBC. He has worked on climate solutions in over 30 countries, presented at and collaborated on products from the United Nations, the International Energy Agency and the European Commission.
