Led by Holly Harris, BDC’s State Mobilization team works to drive the clean buildings transition in Washington. BDC envisions a state where all Washingtonians have access to affordable, clean energy. Our goal is to build resilient, sustainable communities through innovative and equitable decarbonization strategies and authentic coalition building.

Creating a common vision of building decarbonization in Washington


Policy Support:

  • Support legislation to create a Building Energy Upgrade Navigator program to to help building owners access electrification and energy efficiency services and funding.
  • Promote the education and development of an air-conditioning to heat pump policy for Washington to help accelerate the adoption of heat pumps in the state.
  • Defend against challenges to the Climate Commitment Act and other progress Washington has made on climate and electrification policy.


Public and Community Engagement:

  • Educate the public and communities across the state about the benefits of heat pump adoption.
  • Operate The Switch Is On, a collaborative statewide campaign to support home electrification by providing tools, support, and resources to Washington residents and contractors. 


Partnerships and Coalition Building:

  • Work with Shift Zero to align decarbonization efforts in Washington across various stakeholders.
  • Collaborate with service providers, utilities, labor unions and general contractors to develop an agenda to grow and train a modern workforce equipped to facilitate the transition to all-electric buildings.
  • Leverage support from manufacturers and suppliers to socialize the benefits of heat pump adoption among policy makers and Washingtonians.


Geothermal and Thermal Energy Networks (TENs) Development:

  • Support legislation to enable the development of TENs projects, as well as legislation to allow for a fund community-driven neighborhood scale decarbonization pilot projects. 
  • Work with utilities and other partners to initiate the development of TENs pilot projects in diverse communities.
