Led by Holly Harris, BDC’s State Mobilization team works to drive the clean buildings transformation in Colorado. By building partnerships with utilities, labor and workforce, environmental, climate justice and public health stakeholders, BDC is working toward a future where every Colorado resident, school, and business has access to affordable, renewable energy. Creating a common vision of building decarbonization in Colorado


Policy Support:

  • Educate policy makers, coalitions, and other stakeholders about policy options to facilitate a smooth and equitable transition to all-electric buildings.
  • Engage in regulatory proceedings at the Public Utilities Commission on topics such as clean heat and the future of the aging gas system.
  • Support legislation and program implementation to enable and fund Neighborhood Scale Decarbonization and accelerate the adoption of heat pumps in Colorado.

Geothermal and Thermal Energy Networks (TENs) Development:

  • Provide workshops and other educational opportunities for thermal energy network stakeholders, including labor and workforce and community outreach and education. 
  • Support Colorado Energy Office in advancing TENs and geothermal projects across the state.
  • Promote the implementation of community driven neighborhood scale decarbonization projects.

Partnership Engagement and Community Investment:

  • Educate the public and communities across the state about the benefits of heat pump adoption.
  • Develop partnerships with key decision-makers seeking to accelerate the transition to all-electric buildings, including Colorado Energy Office, City, and County of Denver, and others.
  • Leverage our industry coalition members to connect decision-makers and communities to important supply chain actors.
