BDC is working with a coalition of policymakers, utilities, manufacturers, builders, designers, labor unions, environmental groups, and environmental justice organizations to make swift and equitable transition off of fossil fuels an unequivocal priority. We do this by focusing on coalition building, legislation, and regulation.

Our work focuses at the state level

As we make progress in a state, we document best practices and apply what we’ve learned to push forward with a tested, customized plan for other states' unique needs.


Regulatory reform

  • Enabling public utility commissions to align energy system planning with state and federal climate goals.

Pollution-free appliance codes

  • Creating blueprints that support healthy standards for appliance emissions to accelerate the transition from fossil-fuel powered to modern all-electric appliances.

Thermal energy networks

  • An innovative neighborhood-scale solution for efficient heating and cooling that can transition fossil fuel utilities and their workers to clean energy providers.

  • Reforming the legacy energy ratemaking process to protect vulnerable communities from bill hikes and ensure that energy efficient climate solutions, like heat pumps and thermal energy networks, are affordable for everyone.
