Led by Brian Jenkins, BDC’s State Mobilization team is supporting Maryland in its efforts to build healthier and cleaner communities by decarbonizing buildings. Maryland is fast becoming a national leader on this issue, and BDC is focused on eliminating obstacles and promoting equity. By building partnerships with utilities, labor and workforce, environmental, environmental justice and public health stakeholders, BDC is working toward a future where every Maryland resident has access to affordable, renewable energy.

Creating a common vision of building decarbonization in Maryland
Policy Support
- Promote the opening of a Future of Gas Proceeding in the Maryland Public Service Commission to proactively plan for the transition off the aging gas system.
- Support the Governor’s Executive Order and Climate Agenda to help create the conditions necessary for the successful implementation of a clean heat standard and zero emission heating standard.
Partnerships and Coalition Building:
- Collaborate with service providers, utilities, labor unions and general contractors to develop an agenda to grow and train a modern workforce equipped to facilitate the transition to all-electric buildings.
- Leverage support from manufacturers and suppliers to socialize the benefits of heat pump adoption among policy makers and Maryland residents.
Neighborhood Scale Decarbonization and Thermal Energy Networks
- Work with gas and electric utilities, and other stakeholders, to develop a roadmap to neighborhood scale decarbonization, including legislation to fund and enable the initiation of thermal energy network projects to support equitable decarbonization.
