Led by Noah Cordoba, BDC’s State Mobilization team is pursuing scaleable and equitable clean energy solutions that create workforce opportunities, maintain energy reliability, and are accessible to all Minnesotans. We strive to advocate with and for leaders working within their own communities to have their voices and needs heard and advance policies in partnership that reflect them. Through radical collaboration, BDC aims to build partnerships with utilities, labor unions, environmental justice organizers and communities, clean energy advocates, elected officials, and other key stakeholders to design solutions that provide the change Minnesota needs to be a national leader on building decarbonization.

Advancing Equitable Policy 

  • Work with stakeholders in and outside of legislative and regulatory halls to co-develop equitable policy solutions prepared to advance clean energy in buildings while attending to Minnesota’s unique challenges and opportunities. 
  • Provide consistent engagement, comment, and direction to key regulatory dockets taking up issues relating to buildings and gas systems such as Future of Gas (21-565) and Integrated Gas Resource Planning (23-117). 

 

 

 


The Resource Beneath our Feet: Thermal Energy Networks (TENs)

  • Lend our national expertise on TENs policy, system design, and implementation into Minnesota through curated training to increase understanding and deployment of these systems at scale. 
  • Support the development and successful convening of the Thermal Energy Network Work Group at the Public Utilities Commission to guide the state’s implementation and policy pathway.

Supporting Policies to Implementation

  • Provide crucial ongoing support an engagement for complex policies that require further development, rulemaking, and regulation via state agencies such as the Department of Commerce or Public Utilities Commission.
  • Offer education and support to stakeholders and groups traditionally underrepresented in energy program implementation through state agencies including rural, environmental justice, black, indigenous, and people of color (BIPOC), and renter communities to reduce barriers and increase opportunities for participation. 
  • Provide guidance to the Department of Commerce on the development and deployment of federal Home Energy Rebate (HER) programs via HER Advisory Group.
