Non-Pipeline Alternatives: Emerging Opportunities in Planning for U.S. Gas System Decarbonization analyzes case studies of gas system downsizing in the U.S. and Europe to evaluate their use of non-pipeline alternatives (NPAs), which are projects that reduce emissions and avoid unnecessary gas infrastructure upgrades through clean energy alternatives like thermal energy networks and electrification. It finds that NPAs can save money and emissions in many forms and environments but argues that policymakers and regulators must address potential barriers like the obligation to serve to advance these neighborhood-scale solutions.
