Statement in Response to the NY State Legislative One-House Budgets

ALBANY, N.Y. February 28, 2025 Lisa Dix, New York Director for the Building Decarbonization Coalition (BDC), provided the following statement in response to the release of the Legislative one-house budgets:

“With families struggling under the weight of rising energy costs, bold leadership is essential to protect New Yorkers from the burdens of outdated fossil fuel infrastructure while advancing economic opportunities across the state. We congratulate the State Senate for their continued leadership in advancing the NY HEAT Act, and call on the Assembly to champion this critical legislation to ensure all New Yorkers benefit from lower utility bills, healthier homes, and a stronger clean energy economy.

We also celebrate the Legislature’s commitment to significant funding investments in Thermal Energy Networks (TENs), and thank both the Senate and Assembly for recognizing the importance of this technology in catalyzing a just transition in New York toward a cleaner, more resilient energy system, and urge $200 million be dedicated to shovel-ready projects in the final budget. We applaud the Assembly’s leadership for including $330 million in funding for the EmPower+ program to ensure more low- to moderate-income New Yorkers can receive the upgrades necessary to make their homes more efficient and more affordable by lowering their energy costs.

As budget negotiations commence, we urge the Governor and Assembly to prioritize the NY HEAT Act and additional funding for TENs. We look forward to working with her administration and the Legislature to lower costs for New York families, create good-paying jobs, and build a healthier, more affordable future for all New Yorkers.”
