$40 million home electrification incentive program launches for San Fernando Valley through TECH Clean California
Residents in Porter Ranch and surrounding San Fernando Valley communities will be able to access millions of dollars in incentives to electrify homes.
Sacramento, CA (Nov. 2, 2026) — Today, $20 million in home electrification and upgrade incentives will become available for single-family homeowners in San Fernando Valley communities. Administered by California’s award-winning heat pump initiative, TECH Clean California, the San Fernando Valley residential incentives program has a total allocation of $40 million as part of the Aliso Canyon recovery account. The incentives are designed to help households in the areas affected by the 2015 Aliso Canyon storage incident get equitable access to efficient electric appliances like heat pumps, and to reduce reliance on the Aliso Canyon natural gas facility during the winter.
“This $40 million incentive program, part of a $71 million investment plan to make the San Fernando Valley a healthier place, delivers long-overdue justice to the communities in Porter Ranch and the North Valley who endured the fallout of the Aliso Canyon disaster,” said Senator Henry Stern, who represents California’s 27th Senate District. “By helping residents move away from increasingly expensive fossil gas, we are taking a crucial step toward reducing reliance on Aliso Canyon while delivering cleaner air and healthier homes. These modern heat pumps and smart appliances aren’t just zero-emissions: they are faster, whisper-quiet, and far more reliable, making seamless home upgrades accessible without breaking the bank. I’m deeply grateful to Assemblymembers Pilar Schiavo and Jesse Gabriel, as well as Senator Caroline Menjivar, for their relentless partnership in bringing these settlement dollars back to our community.”
Eligible households can take advantage of $2,000 to $10,500 in incentives for a new heat pump HVAC system, heat pump water heater system, and load management devices. Income-qualified households can take advantage of $1,300 to $31,800 in incentives, which are designed to cover the full cost of remediation, weatherization, and home electrification with additional appliances, such as induction ranges and cooktops and heat pump clothes dryers. Households can receive incentives for multiple appliances through the program, and these funds may be used in combination with other funding sources, if available, to cover up to 100 percent of project costs.
“The San Fernando Valley incentives will help create healthier homes, lower energy costs, and protect communities from extreme heat,” said Evan Kamei, Director of TECH Clean California. “Heat pumps can provide clean, affordable heating and cooling, which is especially important as households face high energy costs and worsening heat waves. We’re also glad to help strengthen the local workforce with training and job opportunities with these incentives.”
Heat pumps, which can efficiently deliver both cooling and heating in one system, can on average save households $304 on annual energy bills. For households without previous cooling, adding a heat pump increases energy bills by a modest median cost of $3 per month. Additionally, households that upgrade to a heat pump water heater can also save on average $97 on annual energy bills.
Homeowners in areas such as Chatsworth, Canoga Park, Granada Hills, Lake Balboa, Northridge, North Hills, Porter Ranch, Reseda, Van Nuys, West Hills, and Winnetka can check their eligibility at techcleanca.com/sanfernandovalley.
Contractors serving the San Fernando Valley area are encouraged to enroll in TECH Clean California at techcleanca.com/sanfernandovalley to complete training to distribute the incentives.
In the fall, additional incentives will launch for building owners with properties of two or more units to help modernize their buildings for health, comfort, and increased energy efficiency with new heat pump HVAC systems, heat pump water heater systems, and other electric upgrades.

TECH Clean California is funded by Assembly Bill 157 with direction from the California Public Utilities Commission. The TECH Clean California team is led by Energy Solutions and partners with Ardenna Energy, Association of Energy Affordability, Building Decarbonization Coalition, Electrify My Home, Energy Outlet, Frontier Energy, National Comfort Institute, Recurve Analytics, The Ortiz Group, Tre’ Laine Associates, and VEIC. TECH Clean California is deploying these incentives in collaboration with community-based organizations that have received funding through the Clean Energy Access Grants to support outreach and education efforts focused on the benefits of electrification.
As part of the TECH Clean California initiative, The Switch Is On campaign provides consumer education to help homeowners, renters, and contractors access electrification resources. This statewide effort, powered by the Building Decarbonization Coalition, offers tools and information to electrify homes, promoting a cleaner, healthier lifestyle.
