Analyzing current rate structures in New York, this report finds that utilities are overcharging heat pump customers by approximately $170 million annually statewide. It also models three distinct heat pump rate designs and finds that these heat pump rates would lead to bill savings for 72% of gas-heated households if they switched to air-source heat pumps.
