Statement from the Building Decarbonization Coalition on New York’s Enacted FY 2027 Budget

ALBANY, N.Y. (May 27, 2026) Allison Considine, New York Director for the Building Decarbonization Coalition (BDC), provided the following statement in response to the enacted budget:

“The only way to lead on energy affordability is to lead the transition to a safe, clean, and affordable building sector. Unfortunately, the Climate Leadership and Community Protection Act changes will compromise market certainty for the clean heat industry and slow down our progress when New Yorkers are struggling to pay for expensive, volatile fossil fuels.

The Building Decarbonization Coalition celebrates the investments included in the enacted state budget that will direct funding towards renewable energy and decarbonizing buildings. The allocation of the Sustainable Future Program, including $150 million for thermal energy network projects and utility thermal energy networks, marks an important commitment to scaling innovative, neighborhood-based solutions that reduce emissions while creating family-sustaining union jobs. The $200 million in funding for EmPower+ will help more low- and moderate-income New Yorkers access energy-efficiency upgrades and electrification solutions that lower costs and improve quality of life. Tens of thousands of New Yorkers will also benefit from a $200 million allocation to reduce building emissions in multifamily housing and schools. These investments will support New York’s transition to modern, healthier, and more affordable clean heating and cooling solutions.

Continued investments, when paired with strong climate policy, create the scale and certainty needed to unlock abundant, affordable clean energy, and a thriving economy with clean air that New Yorkers deserve. We look forward to continued collaboration with Governor Hochul and Legislators to build an affordable, clean, and healthy future for New Yorkers.”
