Statement in Response to New York Leading the Nation by Enacting All-Electric Buildings Code

ALBANY, N.Y. July 25, 2025 –Today, the NYS Fire Prevention and Building Code Council voted unanimously to approve an update to the NYS Building Code that codifies that new construction in New York must be all-electric starting December 31, 2025, enacting the All Electric Buildings Act of 2023. New York will be the first state in the nation to have a statewide energy code that does not allow fossil fuel connections for new construction.

Earlier this week, the federal district court for the Northern District of New York upheld the All-Electric Buildings Act, passed in 2023, which requires most new buildings under seven stories to be all-electric by the end of this year, with larger buildings required to be in compliance by December 31, 2028.

Lisa Dix, New York Director for the Building Decarbonization Coalition (BDC), provided the following statement in response to the New York Building and Energy Code Update:
