STATEMENT ON THE END OF THE 2025 LEGISLATIVE SESSION

ALBANY, N.Y. June 16, 2025 – Lisa Dix, New York Director for the Building Decarbonization Coalition (BDC), provided the following statement in response to the passage of S8417/A8888:

“We applaud the New York legislature for making significant forward progress on energy affordability this session by repealing the 100-foot rule gas line extension subsidy, saving energy customers more than $200 million each year. We celebrate the tireless commitment and leadership of Assemblymember Simon and Senator Krueger in delivering this affordability and climate win, and we urge Governor Hochul to sign this bill.

We also applaud Governor Hochul and the Legislature for passing the $1 billion Sustainable Future Fund, which includes $200 million for Thermal Energy Networks (TENs) to help deliver clean, affordable heating and cooling to communities across the state. It also invests in equitable building electrification through the EmPower+ program.

We are eager to collaborate with the Governor and Legislature to build on this session’s progress and advance neighborhood-scale solutions, which will help transition our communities to clean, affordable energy while supporting good, union jobs. We look forward to continued collaboration to reform the utility obligation to serve gas — a major barrier to a clean and affordable energy transition at scale.

We’re deeply grateful to Governor Hochul, Speaker Heastie, Majority Leader Stewart-Cousins, and our legislative champions for their leadership and partnership as we make progress towards the goals of New York’s nation-leading Climate Act. Together, we are building a cleaner, healthier, and more equitable energy future for New York.”
